Gambling ads are running on Google search ads.

The headline and description of the ad asset indicate approval restrictions due to online gambling.

Do you know how to solve the problem?
Other than getting a casino license.

Should I run ads first with a campaign that includes a white site?

Only if you know what you're doing. You need 3 elements to fly successfully under the G radar.

A strong account, good cloaking skills and a strategy to edit campaign copy and add keywords strategically.

No, cloaking is not that, I suggest you do some research.
 
Best is to make white page licensed for social casino games and than u can use casino keywords etc without problems

you have to use similar words, and spend few days
then you can change the words you want

You can rely on the advertiser's ad sample being displayed, basically it will review 100% for you, a blank page for new accounts, for Google to scan and you will not violate.

You need to apply for a social casino license. Warm up properly, use justcloakit. I‘m running gambling ads on google without big issues.
