Hi. The lifetime of an account depends on many factors. For example: Google's trust in the account, the age and the spend of your account itself. Other components of your campaign, such as a used cloaking, domain and white page, also affect on lifetime.

What you are referring to is not cloaking, but website access restriction. E.g. if your website responds with 403 Forbidden to accesses from public crawlers and certain countries, then that's not considered cloaking. If you do that to a Google's own crawler or a human reviewer, then you'll get your ads rejected for broken link.

But if you display different content to them, then that will get your whole account suspended right away if they actually spot dramatic content difference by the same link as inspected from different places. They have a zero tolerance policy for that sort of thing regardless of whether displayed content actually breaks any rules or not--the very fact of displaying different content is enough grounds to ban you as per their policies.
