cloaking on google ads is just tricking bots to see one thing while users see another usually done with scripts that detect bot behavior based on ip and fingerprinting not something you set up overnight need experience with tracking and redirects most use fraudbuster, noipfraud or custom scripts and yeah if you’re running it big scale mobile proxies are a must to avoid bans

For cloaking, you'll need:
- Ad accounts
- A virtual private server (VPS) or shared hosting for your safe landing pages (white pages)
- Domains for your white pages
- White pages (bot-friendly sites that match your ad and comply with ad network policies; ideally, each should be unique for a separate account)
- Black page (a landing page with content prohibited by the ad network, where you'll redirect your clients; can be the same for different white pages)
How it works:
1. Host your white page on your domain.
2. Create a flow in the cloaking service and enter the link to your black page in the flow. You set up the flow by specifying the filtering parameters within it - allowed countries, devices, and others.
3. Download the integration file and integrate it into your white page.
4. Add the link to your white page to your ad campaign and direct traffic to the white page.
5. Result: Bots and moderators stay on the white page, while real users are redirected to the black page.

The tools I mentioned like Fraudbuster and Noipfraud are well-known options in the cloaking space for Google Ads. They're built to detect and filter out bot traffic, crawlers, and reviewers basically anyone you don’t want seeing your blackhat landing and instead show them a clean page while real users get redirected to your money site.
That said, these tools require solid configuration and a good understanding of your setup, especially if you’re running at scale. Cloaked ads usually just for traffics, it does get much intended results because algorithm and bots cannot detect users activity and measures which users should be sent to your pages

Cloaking is difficult and anyone that says they can do it easily for you with 100% success rate are just trying to scam you, every single project requires a lot of trial and error, for some projects you might not be able to run profitable campaign at all, there is a lot to look out for - hardest part is to recognize what is the problem google has with your ad.
It happened to me many times I tried all different creatives, different domains, different whitepages, different cloaking setups only to find out after 10 tries that my main keyword is blacklisted. First identify the problem, then find a solution that works or move on to something else, cloaking especially using public cloakers is one of the hardest things to do in PPC space in my opinion and if someone really has a way or private cloaker that has 90%+ success rate, you can be sure he is not going to share the method with you.

Maybe dumb question, but - for example if I cloaking crypto casino site. How should my white page look a like? Something crypo related, like news blog or etc right? If yes, while setting up ad campaign, how should I describe my site on the headlines, something like realated to crypto gambling just avoid exact works like "casino" and similar?

Google ads cloaking is the hardest to learn and implement since there are various factors involved that would take your account down , including issues with whitepage , accounts , suspicious payment policies , link not cloaked properly or keywords getting blocked .
From my experience without a SCL ads run only for 3 - 5 days and you got to push your complete budget out with the keywords in exact match
