Google Ads Blackhat / Traffic

Hi to all,
I come immediately to the point.
I'm looking for someone who can help me
To be able to get a google ads account approved, and set it in the best way for the purpose I want to reach.
I know a person who can do this:
Take for example amazon.
This person can set up the campaign using keywords that normally google ads would not approve
like "amazon", "amazon login".
And for the duration of the campaign, maybe put up an amazon clone page on the ads at the top in search of google, for every user looking for "Amazon" or related on google.
If anyone can do things like this please contact me.
