Could be done in two days probably. Do a scrapebox harvest and get 20k URLs and check the PR on all of them.
Then sort them by pagerank and you should have several PR6 and maybe a few PR7. Do manual comments on everything above PR3 and your done.
Use the fast poster for the rest of the blogs for a bonus.

But you'd have to know the current multiplier for OBLs to get accurate numbers ... I don't think it's still PR*0.85/n, where n is the number of total links on the source page.

Not just that. Google's PR algorithm is more complicated then that now. They actually apply different weight to the link depending on many factors. But don't take it from me. Here it is straight out the horses mouth.
