Could be done in two days probably. Do a scrapebox harvest and get 20k URLs and check the PR on all of them.

Then sort them by pagerank and you should have several PR6 and maybe a few PR7. Do manual comments on everything above PR3 and your done.

Correct me if I am wrong but even if you get high pr in a few days time you won't know until G pushes its public pr updates every few months. So while your pr may jump quickly on G's backend how would you know?

Not just that. Google's PR algorithm is more complicated then that now. They actually apply different weight to the link depending on many factors. But don't take it from me. Here it is straight out the horses mouth.
