After some research ive discovered those who recover IG accounts mostly use a german Meta Media Partner Portal that looks like this.
If anyone could get me a url to recover a spammed and deleted Instagram account I will reward you greatly but I will not negotiate with meta hijackers, for profit gate keepers, or anyone of the sort. Thank you if you actually want to help.

To my knowledge people who are atternies ir govt. Entities meta give them special access to the deleted profile records and that's how people recover accounts. I saw someone selling access to those investigation portals last week i tried to login and i was successful but then i see a notice

" If you are not a gov entity then you will face a legal action against you" so i just stopped using it

Just search the official Meta Business Partner Directory and there you will find official Meta partners who can theoretically help you out if you are an interesting prospective client.
