Any apps that allow EMULATING from an iOS device to a PC? Preferably inexpensive.

Are you talking about a system that behaves like iPhone, but runs on a PC?

If you need Android simulator for PC, try bluestack
If you need IOS simulator for PC, try xpadian.com

Xpadian doesn't work well, it's just like blestacks with 'iphone' skin and no acess to app store. Then it's useless! Tbh there's no good way to run ios app on pc! You can try saucelabs.com they give free web based trial vps that can run android/ios! May it helps!
