I guess Elon Musk was smoked up when he sent that email. So, he was confused, thinking that he was sending that email to the staff that he fired. There could be no other reason why Elon Musk started his email with "Sir/Mam".
https://www.merriam-webster.com/dictionary/to%20err%20is%20human. But, I am not sure if this also applies to humans from Mars.
