I agree FB has scanned more strictly nowadays..
We had to work hard for that omg!! But why did you have to pay for cloaking?
If you cooperate with an agency, all you have to pay is the amount spending on your ads and % service fee for that agency (just service and no cost overruns).
 
what country are you targeting? there are many reasons to why ad get disabled or banned
