It's really normal nowadays to get reviewed for 3 to 5 days. But if you are unsure, try to boost some of your posts.
account quality no problem. not any warning still clean account.
billing also already top up already include vat tax also
already done review. that's why status already active. but the ads like not running at all

I think the problem from you credit card, check payement option and check that you've added payement correctly, if everything okay, don't worry just give it a time the algorithms of Facebook may show result a bit too late!!

the payment I do via top up. so the money already inside. i top up $100 and want to use $30 in campaign.
but the campaign not running. this happened already 4 day.
the first one i delete it and make it a new one still not running

Have you tried adding 1 more backup card + creating 1 more ad group in that campaign? It will help you push FB up. 1 more thing is making sure the page is published

Boost a post and see if it gets impressions.
1. Check your Page to see if it is unpublished. Sometime weak page gets unpublished automatically after you publish you campaigns.
2. If your Page is published, check to see if it has country restriction/ age restriction. If it does, check to see if the restriction overlaps with your audience.
3. Check your ad account's payment settings, under your payment methods, if your debit/credit card has this line "insufficient funds", then it is your payment method's problem.
4. Also check in ad account's payment settings if there is any accidently-placed spending limit, remove it.
5. Your ad manager in the screen shot is not in English so I don't know if you just simply set the time range to Feb 25th by accident? I hope it is not the reason XD

Agree with you. One more thing though: Check your setup to see if the problem comes from your Pixel/ Dataset, your Website or your App.

Usually Facebook will set approval within 24 hours
If the camp is not active, you can reup a new camp
It could be due to payment error or page error
If there are no errors, you can replace a new ad account, it will be faster

Actually i saw this issue before, just duplicated same ads again, it was running just except this one, maybe stuck somewhere on planet

You check the page again, then create more ad groups and increase your spending budget
