Hi what is the fastest way to rank local, i have tried many citations and also build reviews on Google my business and some local link building with anchor text, are there any other quick wins to rank local

Get some region targeted links. Outreach the guest or editorial region targeted blogs and get link for your site. It will improve site ranking.

If you did local business submission link and google map and the business page then blast those link with some tier links. Those will pass juice. And outreach some local business website to get the link from them.
