Have you checked to see if there is a hold, is the payment card needed? Or does the page have any violations?

You can check your FP, your payment method, if your ad account is normal account, it can be hold, if everything is fine, try to create new bootpost campaign
 
You can check your page again, maybe your page has been unpublished
