When is getting an expired domain good (or bad)?
Would you use an expired domain for an affiliate site?

Its only bad, if the links are bad, other than that, they are great for using as PBN domains, or even directly as a money site, as long as the links are good.

How do I check if links are bad?

Check Majestic (TF=>15, TF:CF>0.8)
Check Moz (DA=>15, PA=>15)
Check Archive (Go through all available screenshot and take them out if you find other lang in between; redirection to other web;porn, pharama web; any indication of getting the domain used as pbn earlier)

Also Domaintools screenshots, hosting history, anchors, anchors history and indexed content if there is any. One out of 40 - 50 domains with decent metrics will be usable.

Yes, you can use expired domain for affiliate project. One reason would be that the domain name is good, another that it's good for SEO purposes (has good and relevant backlink profile and web history). People often use expired domains for PBN type of backlinks (as I do). Usually you filter the domains by metrics and then have a manual check for backlink profile and web history. Tho backlinks are more important than metrics itself, I like Majestic TF which IMO shows best the possible quality of backlinks. It's hard to spam a domain without having low TF and high CF.

You need to check if the domain is spammed, what is DA,PA & TF. There is no single bullet, it's subjective.

Usually expired domains are used as pbn. But can also be used as an affiliate site. The main thing about expired domains is to avoid the one that are spammed to death and check if it was penalized. That's why you need to check its backlink history. Do a backlink profile check before buying one.

Use backlink checker much better, you will know if you can use this expired domain or not.

Expired domain is bad when it has a bad backlink profile, so make sure you watch out for that. Go to archive.org to see what was on the site before. Then you also have to check its metrics.

Just make sure that you have that expired domain thoroughly checked, and make sure that it does not contain any spam links, and if it passes your check, then it can be regarded as a good domain. The easiest to spot a spammed domain would be to go through the moz spam score - a high one most likely will be a spammed domain, and you can also use moz to check the backlinks linking to the domain for quick vetting.
Other good indicators of a good domain would be to have PA/DA>35, TF>25 -- yes these may seem higher than usual, but anything below, you ought to get a brand new domain instead, as usually the main objective of getting an expired domain would be to have the good metrics that come with the domain, and reuse those good link juice that are still pointed towards it.
It will be a tough find, but once found, such domains would be a keeper.

Just check the spam score, major metrics such as majestic flows and moz authorities. And check the domain with the archive to find the website layout that used before. If any spammy links linked to it or used as PBN and it is penalized by the Google, just reject the domains and go with other.
You can use the expired domain as PBN which is good, as money site, as guest blogging, redirect to your money site and so on.

How do we check if a domain is penalized?

when expired domain has clean history low spam score we can use as money site also because it already has some link juice

ahref is best to check backlinks and anchor text. Magestic for TF & CF, moz for DA, PA and spam score. thank you.

Most metrics you use to check the domain will be outdated. The expired domains may be out of google index but still, be a good valid domain.
The ones with the most authority undoubtedly come from purchasing expired domains that already have links and redirecting them.

It's good when it's clean. Free from being penalized and what not. Do check the domain prior to purchase and one way to do it is through link shorteners as these detect penalized domains.
