Right. I hate when people talk in forums based on some "top 10 tips" they read somewhere. 80% of advice on forums is like that.

It's because most expired domains have high authority and trust flow. Google can easily caught the expired domain that was previously abused that's why it's always important to check the history of the expired domain. To be safe avoid domains that was changed into something completely different.
