Is there a service that revives expired domains? or at least one that gets the old content back up or creates new related content?

If you search in the marketplace you will find at least 1 service that does exactly this, like DomRecovery.

Probably yes, but not an automated one. This is a manual job, it can't be automated.

It cant be automated. You should do it manually. I know its hard but you need it for better cause.

You can do it very simply with Gscraper and a regex like this: (?<=<p>).*</p>
