Does google also consider the content that is hidden by css for ranking? The user can only see the content by clicking the "Read More".
 
It's generally just read as normal content, though trying to hide a few thousand words via a 'read more' css toggle will probably raise a few bot eyebrows. CSS is a lot easier for bots to parse and understand in comparison to Javascript.

Google will index the hidden content also but it will not consider it with the same weight in ranking as like the other content, so it is good that always the hidden content is also valuable to the user and relevant.
 
Hiding content with fancy tricks like "Read More" buttons might not help your website rank better on Google because Google might not pay much attention to hidden stuff. It's better to keep things straightforward and make sure all your important content is visible from the start.

Yeah... unless you are a major newsagency they can hide content behind login. They are treated differently.
