Does mass emailing to scraped lists work?

Okay, let's call it by its actual title: Does spamming work? If it does, then I'd like to know how to do it the right way.
If it doesn't work, then why people are still doing it?

I'd send them something like "hello we are changing our email servers please subscribe here to stay in the loop" and build your list on MailChimp.

It's a win win. You make sure you get active emails while finding the gullible people lol.

Nobody is going to hand you the answer, why not just try it for yourself, keep testing, testing, testing and learning. We don't know what niche you'll promote and what your scraped lists look like so one can only guess. From my experience, there's no guessing in IM, you're either doing it right or you're not.

You just answered your own question. If it didn't work why would people still keep doing it? Maybe because it works...
Of course, it matters on your niche, strategy and other factors as well but mostly nowadays it is getting much harder to do.

It depends on your message, your audience targeting and the effectiveness of your sender hitting the inbox. If all those boxes are checked, the YES!
