Does Cloudflare hurt Google SEO?

Cloudflare itself doesn’t harm SEO, but incorrect settings can cause issues. Check your bot fight settings (Super Bot Fight Mode, Firewall Rules) to ensure Googlebot isn’t blocked. Review your Cache and Redirect settings as misconfigurations can affect indexing. Monitor Googlebot behavior in your logs. If the issue persists, try disabling Cloudflare temporarily to test.
 
I removed one of websites from cloudflare and see what will happen. I will give it 3 months. That site has a good rank before moving it to CF. It was first in serp in every keyword. Now it barely appears in google.

Update: I returned it to CF as the website became sluggish lol. I'm too lazy to optimized it without CF
 
You should know how to use WAF Rules, you can use WAF Known Bots Rules enable and choose action Skip, or Verified Bots is in Search Engine Crawler and choose action Skip, if you make wrong rules in Cloudflare WAF you may block real users to access your sites.
I know how to use WAF rules, but I'm still not an expert who spend 10 years creating rules. Which is why I scraped mine and use the ones I found on reddit. Unfortunately those rules blocked quite a lot of Googlebots, because Cloudflare doesn't seem to be fast enough in recognizing good and bad bots
