Does Anybody Know Why CPA Conversions Wont Go Up?

Hi I am running a credit offer (Blackhat) Through Craiglist but then sending a email. The offer that I'm sending allows email and i know for a fact I'm getting a ton of people to sign up but the money isn't going up. I tried with 3 different networks (Maxbounty, peer fly, and Affiliateaxe) Does anybody know the reason for this because i am sending them correct link through email which is allowed. Im hiding the IP address also. Do you feel i might need to cloak the links. I lost as much as $2400 already missed signups. Can somebody please help by reply back here. Im willing to even pay someone if you could help me figure this out. Thank you.
