Do You Know How To Scrape Adwords Data From The Web (no API)?

I'm looking for a developer who knows how to scrape adwords keyword tool data directly from the web. I know there are some older threads about this, but I want to hire someone that can either program this, or I will pay someone to tell another developer of mine how to do it.

It needs to be a web based solution (preferably PHP), and include captcha breaking capabilities with decaptcha, multithreading, proxy support, and multiple big G account support.
