Do web 2.0 PBNs with low DA but high PA help seo?

I am building a web 2.0 pbn that consists of tumblr blogs, all I could find are blogs with DA below 10 but with high PA, would this be helpful or should I look harder to find blogs with higher DA?
 
Dear forget about web2.0 things now. Buy high-quality guest posts and focus on the content of your money website.

Always remember... 1 link from genuinely developed high-traffic website is powerful than hundreds of low quality web2.0. These days, it's all about high engagement when it comes to link building. Engagement can be seen by DA and monthly traffic (for link building purposes).

plus all backlinks must be clean no spam .

adult links and chinese links are a massive no.

your need atleast 25 to start a pbn most pbn are using links that cost from $25 to $1k.

da in there hundreds are used these days . ...
 
It will give you a boost but it's still a web 2.0. You need stronger backlinks to rank in the top spots if your domain isn't strong.

I am doing SEO in a different language with different rules, the amount of content that is produced in this language is far less than the amount of content produced in English language, the competition is a lot lower and the only quality sites existing are news sites with a bunch of other websites that basically compete with themselves.

That's why I use web 2.0 because there's basically no one to pitch for a guest post and paying for one is still considered a grey hat tactic
 
people are using web 2.0 for diversification and can't be sole booster.

Im also in foreign serps. I would gladly recommend you to not use web 2.0's. That stuff does not work anymore. Go for PBN's or cheap guest posts if your on a budget
 
You can give it a try. DA 50+ will be good. Quality of backlinks is important.

Yes, You can rank sites using them but only low-level keywords. But If you can add enough links to these web 2.0s, they will work like any other strong PBN site.

I scraped for over 12 hours and over 300,000 urls and I couldn't find a high DA expired domain like this, is there a special method or footprints that I should add?

In new updated MOZ Algo DA 50 is a myth very tough, very rare but PA 50 is available.
No, you can't register safe.tumblr.com DA:33 PA:39 Spam score:0 I found this like ages ago.
If you scrape more you will find DA 20+ 30+
Web 2.0 still works for low comp or KGR kws.
And should work in foreign serps but only web 2.0 won't take you anywhere decent.
You need some strong links with it.

My suggestion you can go with PBN's..
 
it's a little addition in the whole link building process, better diverse your link building strategy.
