U mean 15$ a month? I don't think there is any dmca ignored hosting with 15$ a year.
The lowest might be around $40 I think and that's a shared hosting + coupon.

its vps on top of that, but keep in mind, you will need some basic linux/admin skills.

btw there's no DMCA ignored hosting as far as I think. They just forward the DMCA as no one wants to directly ignore them and take that risk for a mere $40-50 I believe

Yes there is. 2x4.ru will ignore everything that doesn't break russian law. The digital millenium copyright act is a US law, so 2x4.ru will ignore it.
But they only do dedicated servers and it starts at about $90/mo. The OP is not going to find what he wants for $15/year, or $1/mo lol.

There's no such thing. So called bullet proof hosting business's will fold once they're personally sent over a DMCA threatening them. After this you'll have two options:
1. Remove the infringement
2. Get banned and told to fuck off
