With cloud services getting cheaper relative to performance in recent years, many hosting companies are basically just reselling (with their own tech) from bigger cloud providers.

The difference is money you pay.
Cloud != High avability. HA is what you want for your websites, not "cloud" on salespage.
Most "cloud hosting" companies dont have any high avability feature implemented as its too complicated to maintain and cost too much.
Go with reputable provider with decent support. Look for high availability hosting, not cloud one (HA has to be cloud based, but cloud out of the box != HA).
Cloud means nothing. Company can rent three dedicated servers in three different locations and brag that you are "cloud" privider. Meh.
In case of downtime they will give you latest backup (if they have one) running on server in different location. Thats not what you want. You want situation where recovering from backup wont ever happen.
Fyi - for most webhosting needs you dont need cloud at all, you wont loose milions USD if your website will be down for few minutes.

"dedicated cores/cpu" is another salespitch. Dedicated = less VMs sold per server. This was discussed on many webhosting forums. Dedicated cores in 95% cases is a lie.
Technically you could "pin" cores to given VM. But hosting providers dont to this. Hosting/VPS business is about overselling resources, thats how money is made here. You sell same 1 core dedicated resource to 10 people.
I've tested many providers with "dedicated cores". Turned out 8 dedicated cores in real life scenario (not benchmark) were slower than 4 threads/8core 10 years old dedicated server.
