Is it possible to use a banned url in Bing Ads for the display url using a cloaker?

The only thing I am running into is the display url doesn't match the final url.

I personally wouldn't do it. Would be easy for Bing to trace back + ban again.

If your cloaker never leaks the banned URL, then yeah. But all it takes is one hit to get you penalized.
