I spent a fair bit of time in mainland, so I know about the water meter checks. It even happened on the military bases where I used to stay. Sometimes I had to use foreign SIMs for data. Yeah it was expensive, but that's life. Escape from the CCP if you can. Even in the west, I have had FB limiting my accounts for stupid reasons.
Stay away from FB or act as a normal user for a long time. FB is no longer a free traffic source for Chinese.

I've never heard of that. Is it a thing similar to VPN?
First of all, you gotta warm your accounts up before you do anything weird. This means we have to increase the trust score by acting like a normal person would. Join a group, post a comment... whatever. Normally you would do this at least for a week.
Read this for more detail: /seo/facebook-accounts-farming-guide-2020.1190128/ this isn't for managing a group, but good nevertheless

VPN is not enough, you need residental proxy.
I wonder if one day, people will try to swim from mainland to Taiwan, kind of like Cuba to USA. Or if CCP will end up swimming (drowning?). The oppression is real, I feel your pain.
++ for residential proxy, as a few others mentioned; if you're doing serious projects then it's worth it.
