Channel Monetization Refused: Please i have a Question

A few days ago youtube declined to monetize my channel after attaining 1k sub and 4k hours watchtime. The reason was reused content

"Reused content
Repurposing someone else's content without adding significant original commentary or educational value."

I got watchtime by uploading Long creative common videos that allows reuse after that i uploaded my own videos that were commentary/picture slide video about politics with my voice. Now i dont know which of these two set of videos the reused content refers to so i can delete them.

Do you think it is the commentary/picture slide video( Maybe the pictures are copyrighted) or it is the creative common video?

Also if a monetized channel falls below 4k watchtime, does it get demonetized?

I also met the same problem. Reuploading cc videos on youtube is not eligible for monetization.

This is the problem that YouTube has never addressed and never will.
Reused content is the new killer. Copyright is no longer a problem because it's easy....you know what is copyrighted as they tell you specifically.

Reused content, it's anyone's guess. The good news is since your channel doesn't have a lot of videos, you have a better chance of narrowing it down and finding out what it is.

Here's what you can do: don't delete the videos. Just move it into "private" the ones you think that might be reused content. Then next month (30 days later) re-apply for monetization and see if you get in. It worked for me when I did guess work.

CC doesn't work as good as it used to. From what I have read and experienced, it's not reliable. I would bet that CC videos can still get you flagged for reused content. CC was mainly for fighting against copyrighted material....but as I said, copyright is no longer the problem...that's easy to figure out. Reused content is a PITA....nobody knows and Youtube won't tell you what video or what part of the video was reused content.

Also, here's another dumb thing about it. Reused content can simply mean that the manual reviewer looked at your videos and thought you didn't put enough effort into it. That's right. It's up to each person and what they think is lazy work or good work. So mostly the human reviewer looked at your video and thought it was lazy and slapped the "reused content" reason. I've had videos that I spent 8 hours to make and got slapped with "reused content".
