Can scraped content still rank?

I am thinking about Word for Word scraping an entire website, and trying to rank it. Then modifying the content as the website ranks, if it ranks at all. The website has almost 2000 articles, all of which are in an extremely low competition niche, and some of which him being the only person in the niche all together. (decent traffic keywords, some having over 20,000 searches / month)

Would my best bet be to not even attempt this? Is there any potential at all for this to go good?

You are wasting your time on this.

As per Google you can not rank copied content.

Even if you start to rank (as Google is acting weirdly now a days) original website owner will file DMCA and your whole efforts will go in drain.
 
Nope ,site may rank for the content as it already has best search volume but un till google notices if that's the case it's of no use.
But try to make your content relevant to it and give a try:)
 
I don't think it will rank, even if you automate it.
 
Why not just rewrite his best ranking content? Copying is just a lazy way to go about it, and opens you up to a lot of issues.
 
It can rank, but difficult to outrank! You may be able to steal 10 - 20% traffic for a few months but eventually will get slapped. A good churn and burn test, not a long term project.
 
You should avoid this scumbag move and just build your own website with your own unique content. How does that sound?

Then how do ecommerce websites rank when most of them just publish the same descriptions, images, product names and prices as everyone else...

Because those descriptions, images, etc are NOT copyrighted.
Whereas hand written reviews are copyrighted.
 
According to John Mueller "Google confirmed that scraped content does not hurt your ranking."
But keep in mind if you are copying word to word content, that site owner can take down notice on you.
 
sure it can work, just give it a try.
you could even outrank the original if you promote it good enough.
 
If you have concrete information about the keywords and his rankings, then I think you should go whitehat and get everything set up and give him competition unless its a temporary niche
