Your only option would be to look at the free bot options. But you may need some coding skills to get the most out of them, but they will allow you to start.
instapy is one, there is another python one I cannot remember the name of. I think one of the guys who develops it posts on here occasionally about it. Search "python bot" or something along those lines on this board for more
Also, if PHP is more your thing, look for the github package mgp25, but that is a framework, rather than a bot per se, so you would need to code parts together.

Try to stay consistent
You can follow people who interract with medium size accounts manualy
Try to find accounts that have a follower base similar to yours and ask for s4s (it's a very powerfull strategy)
Find some engagement groups in your niche and keep building your list

meme pages - if you are very creative and funny.
photography pages - if you are a good photographer and click outstanding pictures.
if you have any small scale or large scale business you can open a instagram page for it to promote.
if you are a good writer, you can have an Instagram page where you can post your writings.
if you are a foodie you can use Instagram to share the pictures of different cuisines of food and all the fancy places you visit.
if you are too much into fashion. you can start a page posting your outfits and other fashion stuff.

I have 3 different niches one gaming another one for pets like dogs etc... I had a vision on shoutouts but I barely get any requests and by barely I mean 0 so I dont know what to focus on now thats why I asked u guys if I can do anything with 5$

I mean you can buy IG account and start running automation but once you want to scale things up you will stock.

I have an automation tool and everything and IG accounts too i just need a decent way to monetize something else either than shoutouts

Because nobody wants to buy shoutouts from a page this small, unless you sell them for 1-2$ and put that in your bio.
