Nothing beats first hand experience. It takes from a few months to ages, nobody knows. I would suggest get started right away and eventually you will figure out alot of things when initially almost nothing goes your way.
Its not that easy to answer. For instance do you know how to create the website? Can you write the post or you are considering to buy a copywriting service? What niche and what keywords? Are they easy to rank or not?
Basically if you try to make the most of the work yourself you can spare money but not time.

Here's what I spent to get started (back in 2017):
$18 for Namecheap hosting 1 year
$9 for .com domain at Namecheap
$5 for Themeforest theme from a GPL provider
TOTAL: $32
Took me more than a year to earn at least $20/month.

If you're completely new to blogging then forget about earnings for a while. You need 2 years to actually make money from blogging.
1 year for learning and practicing different tactics and 1 year of seriously applying everything you've learned.
It doesn't cost much to start at first because you may only start with a domain name which is about ($10/year) and host the blog on blogger.com for free.
The hard part is actually finding a profitable niche and low competition keywords. Publishing a lot of content on a regular basis and then promoting it.
BTW I think OP is missing.

It took me 3 months not 1 year of learning; SEO, keyword targeting, etc. But I gotta say, I was extremely dedicated.
The niche is very important. If you go with a saturated niche, you have to buy backlinks or move to a different niche. I was lucky my domain name was broad and I was able to aim for a micro niche within it, otherwise I would've had to buy a new domain, which would've been demotivating. On top of that, I had bought an expired domain with a good amount of nice backlinks.

I started a blog around June 2019 ish,
Spent about $500 til date on it, probably made less than $30 back.
Project was a complete failure
But at the same time, I started a new blog around Nov 2020.
Wasn't until mid-late Dec2020, i finished with the designs, articles and to get everything running.
Then wasn't until early Jan 2021 that I completed the final touches to get everything ready to go.
Spent around maybe $400 on templates, plugins, hosting & domain.
Around the until late April, I made absolutely zero with it.
Now I got a nice decent flow coming thru
Moral of the story, dunno, if you don't try, you will probably never know.
It's tough out here, but it's still possible to make $
