maybe the domain you just bought has been used by someone before
it is due to domain name
before buying a domain name.try to create ads with it

Don't run this even with cloaking , either the domain is banned or the landing page contents have been flagged as malicious by FB. Don't try to run it and risk your ad account. Go for a different one.
