There is no tool for getting targeted traffic. If you think that you`ll pay 100-200$ and you will press "Play" and the targeted traffic will just coming than you are wrong.

You can try Xrumer and post on forums that are from your targeted niche with a link to your site. This way you get backlinks and targeted visitors if someone read you post and click on the link.

The same is for Scrapebox. You can get links from blogs and probably visitors if you are not posting on too spammed blogs.

But for both tools you need to spend some time to learn how to use them first.
