are you trying to cloak your campaign on adwords?
what is your niche ?
lot of people say JCI is great..
but i've talk to JCI and they want me to get my campaign approved and thn they can to the cloaking..
so i think if your niche is something illegal, ofc you will be using sensitive keywords right?
and that kind of keywords still available and allowed by google.
i have been trying to create campaign to get approved, but it never..
keywords approved but my content is not even when i perfect copy my competitor content / page

Google is reviewing accounts from worldwide residential Ip addresses, I am not sure if any of the cloakers filter this out.

I have used cloakerly, it worked fine 6 month ago but not now, I is leaking Google residential ips,

If your niche isn't sensitive than JCI is the first and last option.
