Recently Banned, Can I use the same computer from my banned account? also, I use mobile hotspot can I change my ip from my mobile carrier?

Better not to use same computer that leaves a footprint and can get you banned again.
Maybe format the PC or use a different browser that you havent used before.
If you are using mobile hotspot they provide new IP when ever you disconnect and connect again.

You get new IP when you disconect from mobile internet, but IP ranges are the same and ASN is the same, and your pc is the same so it's a big red flag. In your case, I would spin VM, and just use system-wide proxy, inside VM.

Run new account on new computer / VPS , dont take chances
