So if Facebook bans your personal account, can you just not start a new profile and start running ads again, obviously diff card and address but is same name an issue?

Of course you can
make sure you use different ip ,
if you are talking about normal fb accounts , you need different ip , you need to use of account for more then a week , add real friends , maintain them as your own and you can start making ads in a week .

This is what I thought and of course I knew to log in via a proxy. But I wonder when it comes to having to send in your id for facebook's usual bs verification if that would raise a red flag. Also as far as maintaining the account and adding friends, I obviously shouldn't add my old friends, but how to you get around being flagged for adding random people.
