Backlinks and keywords

I have downloaded a number of keyword research tools but im still having trouble finding the best keywords to use for SEO and ranking.

Before i pay for backlinks i would like to have a strong list of keywords.

Is it possible to pay a SEO expert to come up with a list of keywords best suited to a website?

Yeh, you could pay someone to do it but you'd be better of learning how to do it yourself. Do a search in G00gle for "Google Keyword Tool" jump on that, enter your keyword, enter your country, click on the exact search box on the left hand side and it will come up with a bunch of related keywords for your niche, how competitive they are and how many searches per month they have. No use in downloading tools if you can do this and its free...Hope this is of some assistance. Cheers, WB
