Well. Mind wave devices have been available and their getting better. Like there is text to speech and backwards, you need to develop a neuro wave translation software (limited by device capability) I am not strong in neuroscience but for example, if patterns are same for every human it's easier but if not, you would let user read text and letters and start mapping the waves to those and better then that you would use machine learning to improve results over time with a large number of datasets.
After you get good mapping results, all you have to do is write software that takes action into the text area.

Today you can use that device even with JavaScript so stacks are a matter of choice or in what environment you are trying to achieve this.

Among other things. Explaining to others is a good way to learn and train your brain.

I think when it comes to app development, user experience plays a huge roll on it's success. I think it is mostly up to you to pick a company but I was really impressed with STRV in the Czech republic.

Remote SIM Provisioning for non-chip SIM > eSIMs
Doing so for IoT deployments where one can not physically swap plastic SIMs on countless such devices.

First spec it well and properly. Use mockup tools and then deliver the product how it should and look - with flows to a developer and UX designer. Will save you heaps of time and money. Key is to document it well too.
Designer for UX is next and then developer. Then update your docs with UX for developer.
Then find others that have build a good app (that you have seen is good too) that can recommend developers that have done a good job. Too many developers out there creating apps using these builders that are all junk.
Google Play does not even show new submissions due to the vast amount of junk in there (only by top developers)
