Article 13 passed in Europe

As far as I understand it still should be approved by Council of Europe then? And I couldn't find how they will judge the urisdiction? If the servers located outside EU but users could be inside EU, how this will be treated.
It would be good if the right owners made a statement where they allow everybody use some pictures from the movies or some small parts with some art revisions after certein period of time after release for noncommercial purposes.

Politics touch things which they have no clue about. But don't lose hope. The way I see it is:
1. As you mentioned, we have 2 years to get it in live. In this time (I'm counting on that) some people will go for their minds and this project will fail
2. I have no idea how they will implement it. It's technically impossible, even with AI. But even if they will somehow implement it, look what happen with RODO. Does it do it's job? Because I don't see it. We just have one more fucking window to close, like with cookies info
3. You can always move to another country or use VPNs etc.
Have I missed something?

Might be if the TLD is part of EU, or if the domain is registered to a EU citizen. will have to see what they say.
 
And the EU is saying China has no freedom of speech, they're moving in the same direction.
As this project keeps going on like this i don't think it will last for more than 30 years since they ignore people's will and favor the big corporation, the next EU elections will see how the europeans feel about everything that happaned in the last few years.
