Amazon affiliate program for non-US residents??

Hi there, I need help with this:

I am a non-USA resident (live in Serbia), do I need to pay taxes for the Amazon affiliate program?
I know that Kindle publishers pay tax, but I am not sure about affilate program? Because in Kindle you are selling your own product and for affiliate program you are a middle man...

I planned to get into it, but tax thing turns me off from Amazon.

Hey, I am from Bosnia, and doing Amazon hard few months already. And have success, but i won't pay any taxes before i start earning something more then $2000 + month, county won't control me, i think in Serbia is similar situation like in Bosnia when we talk about online earnings.
