Allow OP to Reply on WTB Posts Without Account Upgrade

In the "Want To Buy" section, allow the OP to reply to their thread even if they don't have the Premium or Jr. VIP upgrade.
This can be useful if the thread gets lost and needs a bump, or for the OP to let others know that they are still looking for offers.
I know Premium and Jr. VIP needs benefits, but this should be a given for the members who don't have an account upgrade,
it's better than having people create new WTB threads just to say they are still looking for offers.

Abuse it how? They can't abuse it anymore than people with a membership.

Currently, Want to buy and Hire A Freelancer engagement is a benefit of paid membership. We let you post for free to see if there is any interest from the community.

We made this decision in the past as abuse of this section was rampant with spamming and bumps. This has helped us manage these sections more effectively whilst also creating engagement opportunities for the community.
