If you mean risky as in cryptocurrency, then you need to be looking at churn & burn accounts. This vertical is effectively not allowed on Adwords, so you need to cloak.

It makes no sense running a blackhat campaign with an Adwords account that has a decent history. You're still subject to the same checks as new accounts and you will end up being suspended at some point.
