Apparently Google is also blocking banned/suspended accounts from making multiple accounts via proxies, their I.P address and even as going to block you from using the same VPN to create another account.
Google won't care. Just make sure to tread carefully and not get banned. A company I used to work with had one of their long-standing accounts banned. completely uncalled for and Google would never even tell them why. worst part is that Google owed the company a bit over 10,000 usd right before cancelling the account and that money vanished. "don't be evil" they say. bahahahaha

Just open up a new card under a new address and you'll be okay.

I understand you can get a new address on a card, but what do you do about the card name?

Have you tried creating a new landing page with a new URL and link that to the current landing page , What i mean to say is create a landing page not mentioning any thing which might disapprove the ad instead make a page telling about the software and then link it to the original URL. Iam not sure whether it can help but you can just try it out as here the landing page is at fault.

I've tried a million times to make new adwords accounts and they always go under review and get banned......I'm doing nothing wrong either.

It's so annoying i can't reply to people that are pm'ing me because I don't have enough posts? That is weird.
