Add Push notification Feature to android app

I need some android developer to add push notification feature to my android video app. so whenever i upload a new video to my server it should send that update as a notification to user's phone. I have completed app but now looking for someone to add this feature. I can pay a Max of $50 only.

I have done a lot of stuff like this in the past can certainly help you, but you need to up your budget!
