This can happen for many reasons, please check the following issues:
- Did you add a card right after creating an advertising account? Normally, we maintain an advertising account for a few days before adding a payment card.
- Does the payment card match the country of the Facebook advertising account?
- Did you log in to your account on any strange devices? Especially devices that have been flagged by meta for violating advertising policies.

Yeah, FB tends to flag new accounts fast, especially if you add a card too early. Try aging the account a bit more before adding anything next time.
 
Accounts disabled after adding a card may be due to Facebook suspecting unusual activity, you should contact support and make sure the payment information matches the account.

you can try adding payment method to BM first then put that card into ad account through BM
 
Let contact the bank to see what happen to your card first, because some bank have problem now, they could not keep the card live for a long time. Secondly, make sure that you did everything follow fb steps, verify, pay the bill successfully. If it do not make sense, just change the ads account.

maybe your payment method has been flagged, it's quite difficult for new accounts, try measuring
 
Happened to me too FB’s super strict lately. Might be card type or timing. Would also like to know what’s working right now.
 
That a new account? I suppose even aged accounts would have that issue if they've been inactive for a while and haven't been warmed up enough.
Anyway that's typical for new accounts with a first time card added. If the details like the business info, IP, card, and device/browser fingerprint don’t all align naturally, the system is likely to flag or straightup auto-disables to prevent fraud.
Alternatively, it could be the card has been used before on other accounts or a banned/flagged account. VCCs and prepaid cards usually don't work out very well either. Could be one or a combination of those really. Several factors usually cause that sort of thing.
 
There are many reasons for that problem, you need to check back your proxy, profile and the quality of your card.
