Anyway that's typical for new accounts with a first time card added. If the details like the business info, IP, card, and device/browser fingerprint don’t all align naturally, the system is likely to flag or straightup auto-disables to prevent fraud.
Alternatively, it could be the card has been used before on other accounts or a banned/flagged account. VCCs and prepaid cards usually don't work out very well either. Could be one or a combination of those really. Several factors usually cause that sort of thing.
