New account, no trust:

Facebook usually does not trust accounts that “just create and add tags and run”.

If there is no previous activity (build profile, create page, set up pixel...), adding tags immediately can easily get flagged.
 
Your card was likely disabled by an automatic security check, which is common for new accounts to prevent fraud.
 
It's an automatic security block.

To fix it: Turn off any VPN, then call your bank and the platform's support to approve the card.

I think your account has been suspected by FB of unusual activity. Please contact Meta support for assistance.

What sort of card is it? It has to be a quality one as FB is pretty picky and will restrict your account should it be a flagged card.
 
Your payment method is not transparent so Facebook has restricted your advertising account. Your account is dead so it is difficult to remove the card now.
