you need
1. either new device(get cheap android root it and you can change the imei and everything else anytime you get banned)
2. android emulator(good and bad)
3. Dont use a vpn or shit cheap proxies(get mobile or real residential isp ip.)
4. if you dont want to go the mobile route get a really top tier anti-browser with quality proxy/ip

If it "keeps" banning that's most likely an IP/Fingerprint ban.
Social media platforms are very strict when an account gets banned from a spicific IP/Device. All future accounts created in that IP/Device get flagged or suspended pretty quick.

Honestly, quite a lot of reasons could cause that. IP being the common suspect, content, how you distribute the content, and other user-related activity can also cause it. Buying followers is less likely to cause a ban, but it is very likely to get your account flagged which does you no favours when your account is hit with a different policy violation. Besides the IP-side, double check the content you post and make sure to change it if you already posted them from on an account that's been banned since that might carryover to your current one. Avoid spamming or other disruptive or aggressive account behaviours too.

The notification might indicate that this account is linked to another account that has been suspended. Is your new account logged in on an old device (the one used for the previously suspended account)? If so, you need to change both the IP address and the device
They are tracking your device computer or mobile so IP seems not trusted and they ban it

Is it possible that your new account is being accessed from the same device that was used for the suspended account? If that’s the case, you’ll need to change both the IP address and the device, as well as clear the device cache, cookies, completely uninstall the app files, and remove any related files before reinstalling the app.

It's obvious that the account has been linked. Switch to a different device or fingerprint browser to manage or login.

Try using Instagram Lite, if it's available in your region. If not, use a VPN to access it. From my experience, using Instagram Lite reduces bans by around 40%.
Personally, I run at least 100 accounts per day from a single device without major issues.
Also, if you can — always prefer using Android devices. They tend to be more flexible for automation and multi-account setups compared to iOS.
