Reviews is the top ranking factor
across all niches and keywords? I doubt that...

To OP's question: I think there's not one ranking factor that's more important than everything else, I think it's a (somewhat equal) mix of backlinks, content, topical authority and luck. Google are intentionally showing bad results to keep people searching, and if you're not lucky to be picked by google as one of the bogus results you're not going to rank. I don't think that this applies to all niches and keywords, but it does happen a lot
 
Behavioral signals will be the future I guess. With all this AI and stuff improving.

All forms of authority plus behavioral signal.
 
Your site engagement (time spent on each page, CTR, shares, comments, traffic, clicks, etc) combined with topical authority will matter the most to Google in the future, if it doesn't already.

You can see a similar direction with how YouTube has been doing the last few years and which channels succeed.
 
Quality content along with relevant backlinks would be best. The website user experience should be good.
 
I think the best Ranking Factor for a blog is how helpfull on the topic your content is.

For example if you write an article on how to make pasta but you are writing more about what is pasta and where it come from and just put 2-3 sentences on boil pasta and open a jar of pre-made sauce it will not be seen good by google.
