When building an authority site, should one build links mostly to the homepage or to the inner pages? Will the inner pages rank by themselves without direct backlinks?

What I was trying to achieve is bulk keyword competition analysis to speed up the process of finding those keywords worthy of checking the top 10 competition in tools like Market Samurai or Long Tail Pro. It can be done in Traffic Travis and in Ultimate Niche Finder (which I didn't try yet)...
I'm wondering if those who use Google Keyword Planner actually check the competition for all the keywords one by one or if it's a guessing game to select the keywords that "look" like they have low competition. Either way, it's a strange process. Let me know your thoughts.
