It happens a lot in my keyword research to find apparently low competition keywords (in terms of PR / page links of top 10) but the first page is filled with mostly e-commerce sites (amazon, ebay, target, etc).

Are these sites particularly hard to outrank with non-commerce sites (i.e. article sites)?

It depends on the keywords you're selecting. Say for example, if you're selecting a keyword like online mobile shopping or online laptop shopping and you have written an article like tips for online mobile shopping or tips for online laptop shopping then its very difficult to rank your article for those kind of keywords.
SERPS takes the consideration of user intent of search which is why if you want to get traffic for article sites then target phrase kind of keywords..

In general, yes you're not going to have an easy time ranking over those giants even if the numbers tell you that it should be a piece of cake. What I like to do is find keywords where there's obviously at least one site that "doesn't belong" in the top 10. Like a thin affiliate or something with poor authority. If that site can rank, so can I (probably). Takes some of the guesswork out of it.
